My new Chihuahua is terrified of being outside. He seems to hate the gr, his harness, and his leash.?

My wife and I have been bringing our 9 week old puppy outside eveyday for the past week. He accepted his collar after 2 days.....he still scrathces at it but it doesn't seem to bother him too much. He HATES being on a leash. We try for about 30 minutes everyday to get him to walk around outside with his leash and harness. He gets really scared if we start to walk away from him and he will begin to yelp. We have tried with treats, toys, and verbal positive reinforcement. Nothing seems to work. We are crate training him....it's going well, but housebreaking him outside doesn't look promising. We use pee pads in the kitchen, he's doing a good job with it but I want him to eliminate outside. If anyone has had this same problem, Please Help! Thanks!
