Why do stores like Best Buy in particular brag about having employees that do not work on commission?

They dont work on commission but they still have sales goals and other requirements. Just because they dont work on commission doesnt mean they dont get a "bonus" or another perk. Stores really think that customers are stupid with those lame antics.
