Using Somatic Cell Nuclear Transfer isn't it possible to regenerate a extinct species?

I think this is possible, its also uming you have a surrogate that is relatively close to the animal you want to clone. I'm not talking a Mammoth, I mean like a Quagga, or a Penger Pigeon. Other opinions would be great :)
